The lower shelf is for holding boxes, tape, tools and other items. This workbench has a steel construction with a blue painted finish. The wood particle board top is 3/4" thick with a table top capacity of 500 lbs and shelf capacity of 250 lbs. The crossbar can hold weight up to 250 lbs each. Overall bench height is 64-5/16".
