Of what material is the outer jacket of the cable made, and do you have any information on the use of this product buried in concrete? Thanks!

The part with the thermostat has a black bulb protruding.I am assuming that is the sensor and the photos show this sensor being placed against the pipe. Does it have to be that way or will the sensor detect cold temps just by being exposed. I don't bleive in my application I can instll with the black part toughing the pipe due to the location of my outlet and not wanting to use an extension cord.
